Angel NetworksCity of ManhattanIndustrial Revenue Bond financing — Used to finance an existing or new facility and equipment and offers lower interest rates than conventional financing. Tax abatements on buildings and/or equipment — May be available for real and personal taxes for a 10-year period. General economic development assistance in the form of loans or grants — May include job performance grants. Incentives are performance-based. State of KansasKansas Economic Opportunity Initiatives Fund (KEOIF) — a forgivable loan with the amount based on factors such as the location in Kansas, benefits to the state or community and character of the operations. Investments in Major Projects and Comprehensive Training (IMPACT) — IMPACT is for new and expanding businesses that are creating a large number of new jobs and/or new jobs paying above-average wages. This program can also be used for job retention projects. Kansas Industrial Training (KIT) — KIT covers employee training expenses for new and expanding businesses including instructors' salaries; travel (including out-of-state travel where appropriate); meals and lodging; manuals and other supplies; temporary training facilities and curriculum planning and development. Kansas Industrial Retraining (KIR) — The KIR program can be used to help upgrade skills of an existing workforce of basic enterprises that are restructuring due to the incorporation of existing technology, new technology, product diversification, or new production activities. Job Expansion and Investment Tax Credits — provides credits for job expansion and/or qualified investments which can be used to offset the business' Kansas income tax liability. The Kansas Enterprise Zone Program — a tax credit against up to 100% of the company's total corporate tax liability, as well as a sales tax exemption on building, machinery and equipment for the project. This program is available to all regions of Kansas. The High Performance Incentive Program (HPIP) — offers income tax credits and workforce training credits to companies that pay above-average wages for their industry, make capital investments in their operations and invest in workforce training. Sales Tax Exemptions — For qualifying companies, both the Enterprise Zone and High Performance Incentive Programs offer a 100% sales tax exemption on the purchase of labor and materials to construct or remodel a facility, as well as on the machinery and equipment used in the facility. Machinery and Equipment Property Tax Exemption — Commercial and industrial machinery and equipment acquired by qualified purchase or lease, or transferred into the state for the purpose of expanding an existing facility or establishing a new facility after June 30, 2006 is exempt from state and local property tax. Tax Exemptions for Industrial Revenue Bonds (IRB) — property financed with IRBs is exempt from ad valorem taxation for up to 10 years after the bonds are issued. In addition, the cost of construction labor, building materials and machinery, and equipment is exempt from state and local sales taxes when using IRBs as a financing mechanism. Research & Development Tax Credit — an income tax credit equal to 6.5% of a company's investment in R&D above an average expenditure of the previous three year period. Business Machinery and Equipment Credit — The Kansas Tax Reduction and Reform Act of 1998 provides an annual tax credit against the income tax, privilege tax and insurance company premiums tax. The credit equals 25 percent of the personal property tax paid on commercial and industrial machinery and equipment. Inventory Tax Exemption — All merchants' and manufacturers' inventories are exempt from property taxes. Renewable Energy Incentives — In 1998, the Kansas Legislature enacted a property tax exemption for projects that use wind, solar, thermal, photovoltaic, biomass, hydropower, geothermal or landfill gas resources to generate electrical energy. In addition, Kansas grants a property tax exemption for all property actually and regularly used in the generation of electricity from renewable sources, whether it is an industrial, commercial, utility or personal application. Incentives for Ethanol Production — New facilities that produce more than five million gallons, or existing facilities that increase their production by five million gallons, are eligible to receive an incentive of $0.075 per gallon sold for total sales up to 15 million gallons per year through July 1, 2011. Incentives for Biodiesel Fuel Production — Facilities receive an incentive of $0.30 per gallon sold by the producer through July 1, 2016. In addition, an income tax credit is available for tax years 2007 through 2011 for investment in the purchase, construction or installation of equipment used for storing and blending petroleum-based fuel and biodiesel, ethanol or other biofuel and installed at a fuel terminal, refinery or biofuel production plant. Incentives for Cellulosic Alcohol Production — An income tax credit of 10 percent of qualified investment for plant construction or expansion for the first $250 million invested, and 5 percent of qualified investment over $250 million. Kansas Bioscience AuthorityKansas Bioscience Eminent Scholars — The Kansas Bioscience Eminent Scholars Program is designed to recruit distinguished bioscience researchers to conduct their research and commercialization activities at Kansas research institutions. Kansas Bioscience Rising Stars The Kansas Bioscience Rising Stars Program — will help retain and advance Kansas' best and brightest bioscience scholars. Honorees demonstrate an interest in applying research to commercial opportunities that build Kansas' bioscience economy. Kansas Bioscience Matching Fund — The Kansas Bioscience Matching Fund builds research excellence at Kansas' universities, research institutions, and bioscience companies in ways that will benefit our bioscience economy. Matching funds will be available to match research dollars from federal, private, and other sources of funding. Kansas Bioscience R&D Voucher Program — The Kansas R&D Voucher Program provides funding to Kansas bioscience companies, in partnership with a Kansas research university, company, or institution, for proof-of-concept research and development activities and ancillary activities necessary to commercialize bioscience technologies. This program is designed to provide early-stage financing and commercialization support for high-potential but high-risk innovations. Kansas Bioscience Attraction and Retention Program — As the KBA works to create, retain and expand bioscience job opportunities for all Kansans, it will partner with the Kansas Department of Commerce and regional economic development organizations to facilitate the retention and attraction of bioscience companies with strong growth potential. The KBA may offer qualifying companies direct financial assistance in the form of low-interest loans, grants, and bonds. The KBA also works through its partners at the state and local levels to facilitate the offering of tax incentives and job training grants. Bioscience Tax Investment Incentive Program — The Bioscience Tax Investment Incentive Program allows direct payments to a bioscience company in the amount of 50 percent of its Kansas net operating loss, up to $1 million annually. Collaborative Biosecurity Research Initiative — The Collaborative Biosecurity Research Initiative is a $2.5 million initiative designed to bring together researchers nationwide to create products that protect Americans from the intentional use of animal-borne diseases to infect humans or to disrupt the national economy. |
